Jamoh inspects ongoing projects

PASIGHAT, Nov 13: Parliamentary Secretary for Industries and Horticulture, Tatung Jamoh inspected the ongoing road construction from NH 52 to Industrial Growth Center, Niglok funded under TFC. He was also updated of the pavement works in progress. Jamoh informed that government has sanctioned Rs. 2 crores for the project and expressed happiness over the work progress.

Jamoh was accompanied by DCC President Takom Mize, EE (PWD) T Jamoh, DDI M Jamoh, ZPM Tajing Taki and prominent leader Tasung Saroh.

During the daylong programme, the Parliamentary Secretary also took stock of the re-carpeting works of Mirem-Mikong-Jonai road being carried out under SPA and also construction of the teachers’ quarter near Debing Primary School.

At all places, Jamoh urged the executing agencies to maintain quality and durability. At the same time, he appealed the people to extend their cooperation in the development process. The leaders should be proactive in spreading awareness on CM’s various flagship programmes amongst the people so that they can avail maximum benefits.

Jamoh also informed that a Job Mela is scheduled to be held at District Industries Center, Pasighat on Nov 18th. He appealed the unemployed youths to obtain forms during working hours and avail the opportunity and register their names. They should physically attend the Job Mela selection rally and after selection the necessary expenditure for to and fro journey and food and lodging etc for the training period would be borne by the government, he said. Paph Meder Nello Foundation Day observed

ITANAGAR, Nov 13: The 9th Foundation Day of Paph Meder Nello was observed with various programmes at Paph-Nenchanlyang, Ziro on November 12 last.  The day also coincided with the 1st Death Anniversary of Late Kago Sera, founder of Paph Meder Nello. Members of Nello paid rich floral tributes to the portrait of Late Sera and observed two-minute silence in his honor.

Speaking on the occasion, former chairman of Danyi-Piilo Society, Ziro, Mudang Elyu recalled the valuable contribution of Lt. Sera in the initial of Meder Nello movement and asked the members to preserve their age-old traditional culture and customs and imbibe the path shown by him.

 The programme include  dance, Aayu and Pikey-pilla competitions.

The Hija  Artists  and Literary  Forum (HALF) also observed  Lt  Sera’s death anniversary, who was a renowned  lyricist  and  founder  member  of  HALF at  GHSS, Hija amidst  a  huge gathering  of well  wishers and  family members.

Addressing the gathering, AYA President, Taku Chatung remembered the contribution of Late Sera to the Society as a social worker, priest and lyricist. He also released an audio album titled “Hits  of Kago  Sera"  on the occasion.

 

DoKAA signs MoU with CCF

TAWANG, Nov 13: A Memorandum of Understanding (MoU) was signed yesterday at the state capital between the Department of Karmik and Adhyatmik (Chos-Rig) Affairs, represented by Secretary, DoKAA and the Chedug Charitable Foundation, represented by Lama Sherap.

The state government provided a Corpus Fund of Rs 50 Lakhs to Chedug Charitable Foundation, Lumla, in presence of Parliamentary Secretary for RWD and Lumla MLA Jambey Tashi, Director DoKAA Karma Leki, Asstt.Director and Supdtt. DoKAA.

Jambey Tashi appreciated the noble gesture of Chief minister Nabam Tuki, who is also the minister In charge of DoKAA for the upliftment and education of poor, downtrodden, orphans and destitute children in backward areas.

"A similar Corpus fund of Rs. 1 Crore was also provided to another charitable organisation, Jamtse Gatsel Children’s Community, Lumla. The Corpus fund materialized due to the constant and untiring effort of Jambey Tashi", informed DoKAA Assistant Director Genden Norbu.

"These Educational Institutions have been set up in the Dhakpaneng area, one of the most backward areas of Tawang, to provide finest education, especially to the Orphans, destitute and downtrodden children", he added.

Buoyed with the development, DoKAA Chairman Jambey Wangdi expressed optimism that the education scenerio in the Dhakpaneng area will get extreme boost and the Children will march forth and excel in the platform of Literacy. (Tawang Vigilance)

 

AAPBSU against inclusion of refugees in compensation list

ITANAGAR, Nov 13: The All Arunachal Pradesh Border Students’ Union (AAPBSU) has condemned the state government and district administration for inclusion of Chakma and Hajong refugees into the compensation list of Greenfield Airport Project, Hollongi.

In a release, the AAPBSU demanded the state government to conduct re-assessment of the entire land owners in the proposed Greenfield Airport, Hollongi because refugees have been included in the current compensation list which is not acceptable for the indigenous people of state.

Stating that inclusion of refugees into compensation list is threat to the indigenous people of the state, the release also requested the Governor of Arunachal Pradesh to issue necessary instructions to the state government to conduct re-assessment of beneficiaries of the proposed Greenfield Airport, Hollongi.

AAPBSU stated it is very unfortunate and disheartening to know that the notification issued by Deputy Commissioner Papum Pare on Nov 11 has listed 233 Chakma and Hajong refugees as land affected people for the Greenfield Airport Project, Hollongi out of the 409 people. Even when other citizens of India other than APST have no right to acquire land within the state territory, then how the foreigners like Chakma and Hojong refugees had the right to possess land, it questioned.

 

Orgs condemn Governor’s stand

ITANAGAR, Nov 13: NEFA Indigenous Human Rights Organization (NIHRO), Global Human Rights Organization (GHRO) and Arunachal Citizens Rights (ACR) have expressed their concerns on the role of the state Governor J.P Rajkhowa with regards to the development issues of Arunachal, particularly recommending for scrapping of the proposed Greenfield Airport at Hollongi.

In a joint release, the organisations stated that the constitutional value of institution like Raj Bhawan has been completely damaged by the incumbent Governor and development slogan “Team Arunachal”  coined by the then Governor JJ Singh has been lost. In the light of above points, JP Rajkhowa should voluntarily resign from the post of the Governor, said a release.   

 

IMA state chapter formed

ITANAGAR, Nov 13: Arunachal Pradesh finally found its name active in the Indian Medical Association (IMA) with the formal constitution of Arunachal Pradesh state chapter of Indian Medical Association on November 11 with the constitution of its new executive body.

The Indian Medical Association (IMA) is the national organization of “Doctors of Modern Scientific System of Medicine”, with its headquarter at New Delhi and was formed in 1928.

 

ATYO calls off bandh

DAPORIJO, Nov 13: All Tagin Youth Organization (ATYO) has called off its proposed 36-hr bandh call after the Organization has been assured of fulfilling its demands by various authorities.

ATYO informed that a meeting was held today at the chamber of Upper Subansiri Deputy Commissioner wherein representatives of TK Engineering Consortium, BSNL, SBI were present.

In the meeting, the representative from M/s TK Engineering Consortium have assured to start the maintenance of Daporijo to Ziro road and Daporijo to Basar road from the month of November onwards.

ATYO was told in the meeting that spot verification/survey for opening a new SBI branch at Dumporijo has been done and installation of two more ATM booth in Daporijo town will start from the next month.

On the other hand, the BSNL authority has assured to install two more towers (base transceiver stations (BTS) in the town for the better service and already surveyed the cable line to be installed, informed ATYO.

‘Man caught red handed selling stolen Mithuns’

ITANAGR, Nov 13: The All Capital Complex Mithun Longte Association informed that a person was caught red handed  while selling 2 nos. of stolen Mithuns at Domi village under Jullang Panchayat on November 8 last who later admitted his fault and was also pardoned in a local mel organized on November 10 last.

Meanwhile, the association has appealed all the people of Capital Complex not to purchase Mithun without verifying the real owner from them.

 

Capital Complex lift 14th Tang Memorial Football Trophy

ITANAGAR, Nov 13: Capital Complex lifted the 14th Tadar Tang Memorial State Level Football Trophy defeating Arunachal Pradesh Police by solitary goal in the final today.

The all important goal was scored by Gyamar Kuku in 47th minutes.

Biri Pada and Gyamar Sangkio both from Capital Complex were declared as the Best Player and Best Goalkeeper of the Tournament.

Gubenso Drai of APP became the highest scorer with 6 goals in his kitty.

State boxers selected for

National Championship

ITANAGAR, Nov 13: Arunachal Amateur Boxing Association has selected seven boxers for the up coming 61st National Senior Men’s Boxing Championship to be held in Hyderabad from November 28 to December 4.

The selected players are Kumar Beyong  (49kg), Marking Natung  (52kg), Aadu Mili (56 kg), Arun Kr. Limbu (60 kg), Gumin Gara (64 kg), Chai Hajj (69 kg), Techi Sanjay (75 kg).

The team will be led by Coach Pronamika Borah.

Poor quality CC road work causes concern

ITANAGAR, Nov 13: The PWD department is in the process to construct 22.76 kilometer of Cement Concrete road in the capital complex. According to recent departmental press statement, the works for construction of 13.35 km has already been completed. However serious questions are being raised over the quality of work. In many places the CC roads have started to wear out. Further they have not been able to withstand this year’s monsoon fury.

The CC roads are expected to have a life of around 20 years. However in Capital Complex they are getting destroyed very quickly. In Abotani colony, Itanagar, the recently constructed CC road has started to wear out and are posing difficulty for the road users. Similar complaints have been pouring in from several parts of the Capital Complex. It looks like the work qualities have been compromised with by the concern department due to which roads are starting to get destroyed. Strangely, the department did not feel the importance and need for construction of drain. The absence of proper drainage system will further damage CC pavement road.

The CC road constructed few years ago in between state library and office of tourism department near Ganga has also got destroyed. It is unfortunate that PWD is misusing public fund by compromising with the work quality.

Recently Chief Minister Nabam Tuki and capital MLA Techi Kaso visited ongoing CC road project at Naharlagun and had expressed satisfaction over progress of work. Will they make similar visit in Itanagar area and take action against the contractor as well as engineers who are compromising with quality of work?

 

 

CM calls for action plan for optimum

utilization of FC grant

ITANAGAR, Nov 13: Chief Minister Nabam Tuki has called to make a feasible five year Action Plan for optimum utilization of the 14th FC (FFC) grant of Rs.737 crores awarded to the PRIs of the state.

He was addressing at the one-day state level sensitization workshop and launching programme of My Village, My Development Plan on participatory planning at Gram Panchayat level at state Banquet hall today.  

Tuki said the 14th FC grants will change the developmental scenario of the villages in all aspects. He said the workshop on participatory Planning and IPPE is an initiative in the right direction, as fund awarded under 14th FC will be directly devolved to Gram Panchayat segments to achieve the desired goal of micro-level planning from village level through Gram Panchayat Development Plan (GPDP).

While dwelling on various rural development schemes, the CM said that the target beneficiaries should get the benefits of particularly Rural Livelihood Schemes including MGNREGA.

Further, on  MGNREGA, he said that the scheme which is aimed to provide livelihhood to all rural populace and elimination of rural poverty must be implemented properly and ensure that rural poor of the state  receive the mandated 100 days wage, otherwise it will be injustice to our rural people.

The success of the MGNREGA through effective implementation and judicious utilization of funds must be ensured. The PRI members and all other stakeholders have a key role to play in economic empowerment of rural population through self-sufficiency, he said.

Asking for full utilization of developmental funds, through time-bound submission of schemes and implementation through proper monitoring, he asked to prepare work plan for the entire calendar year. Stating that Rs. 44 crores has already been released for PRIs, Tuki called to prepare viable schemes.

Sharing the vision of the state government, he said that GoAP is committed to the development of rural areas, through SMART villages and planned model villages. Adding that provision has been made under current budget plan, he informed that the initiative to transform the villages will be implemented from this year.

Tuki also shared his vision for taking up 100% skill development programme to achieve the goal in five years with the support of Ministry of Rural Development, GoI for boosting employment generation in rural areas of the state. Beneficiaries must be trained to build up skills and avail benefits of all schemes, he said.

Calling for adopting a mission-mode approach, he asked all stakeholders to work with team spirit for the success of the Gram Panchayat Development plan as per the “My Village, My Developme Plan” planning guidelines for Panchayats.

Legislative Assembly Speaker, Nabam Rebia speaking on the occasion asked for proper mechanism for effective delivery system to ensure that funds under 14th FC award, MGNREGs benefit and reach the rural beneficiaries.

Minister Home & Power (Electrical), Tanga Byaling,  speaking on the occasion and drawing on his experience as former Minister Rural Development, stressed on convergence schemes and called for avoiding of duplicacy of schemes through proper coordination and called upon all to work for 100% rural poverty reduction. Further, he informed that the State Government is planning for conducting Vikas Rally for create awareness on the various Horticulture schemes.

Speaking on the programme, Chief Secretary incharge Hage Khoda called for District Planning Committee (DPC) need to be made functional for systematic planning at Village, Block and District level. Informing that Rs. 44 Crores out of the allocated Rs.88 Crores for 2015-16 has been released for PRIs, he said the funds must be judiciously utilized particularly on creation of infrastructures under social sector schemes like Teachers’ quarters, school and Anganwadi buildings. He also asked to identify and explore areas to generate own revenue resources to sustain the developmental activities.

Earlier, Commissioner (RD & PR), Indra Mallo, said the workshop has been conducted to give an overview on Participatory Planning on various areas like convergence, Accounts, PRA techniques, to promote capacity building and accountability.

Earlier, through a presentation on ‘My Village, My Development Plan’ Deputy Director, SIRD, Likha Kiran Kabak, said that the Planning Guidelines for PRIs  termed as - My Village, My Development Plan – initiative will help to develop a “Village Development Plan” to empower Panchayats on decision making for optimum and judicious use of resources to improved and better delivery of basic services, strengthen livelihood resources and use convergence of pooled resources under various schemes in a transparent and accountable manner. She also apprised on the various mechanism and processes of Gram Panchayat Development Plan (GPDP) and gave an overview on various planning concepts.

State Nodal Officer, IPPE, SIRD, SW Bagang dwelt on the various aspects on IPPE focusing on to ensure increased and inclusive participatory planning and to ensure quality through close monitoring. He informed that 64 blocks are covered under IPPE II.

Risking lives for bugs

SEPPA, Nov13:  The ‘October 30’ is considered as ‘black evening’ at least unofficially by people of Seppa township who saw death hysterically danced before their naked eyes. On this fateful day, 17 people mostly women lost their lives into Kameng River while collecting black sting shield bugs-locally known as Tari when the dilapidated suspension bridge over Kameng River collapsed. Subsequently, the state government had sanctioned fund and constructed a new-suspension bridge called Tari bridge which was named after the black sting shield bug.

Initially, through the account of survivors on horrifying incident, a short-lived civic sense prevailed upon the mind of people as they refrained from collecting Tari from the bridge site. “After that incident people stopped picking up Tari from the bridge, we thought our people developed civic sense” said Langpa Kocho Tallang, an ASM, who is a resident of New-Seppa.

For years, a kind of taboo was developed that black sting shield bugs associate with misfortune and death, as the people ceased to hunt for it any more.  Tari is considered as one of best local delicacy; though it has a power to paralyze taste bud, many still crave for it and have been attracted by its acrid scent. According to unofficial records many  people were reported to be admitted in different hospitals after eating this sting shield bug. The doctors believe that these bugs have a power of anaphylaxis reaction with serious allergic problem causes to many eaters including human beings.

However, after passage of time, the people apparently forget that they had a close call to death, as many men, women, children  armed with mosquito nets and plastic containers in their arm pits used to throng at various suspension bridges over Kameng River.  The suspension bridge that are worst targeted by the bug hunters are the suspension  bridge at Type-III , Tari Bridge itself that connects bazaar line to New-Seppa and Pakoti suspension bridge (8 km off Seppa town at Chayang Tajo road).

Ironically, despite the authority has stamped precautionary notice, at each suspension bridge which clearly reads, “Six persons are allowed at a time”  hundreds of  people crave for Tari openly defying the Govt order and gather at suspension bridge thus risking their lives as well as of innocent commuters.

The district administration has issued an executive order asking the people to refrain for collecting and selling of Tari in Seppa township.

Sharing information with The Arunachal Times from Seppa, Circle Officer Tamo Dada said, “We are monitoring the movement of people in various bridges across the Kameng River”  Dada added, DA is going to book such repeated offenders soon.

People of  Seppa township are apparently yet to learn a lesson from horrifying incident that occurred in four years ago and continue to risk their own lives for a bug. Let us hope,   the people realize the value of life, rather than the taste of a bug.

 

 

AITF demands Governor’s recall

ITANAGAR, Nov 13: Citing conflict of interest, Arunachal Indigenous Tribes Forum (AITF) raised objection to the appointment of Governor J P Rajkhowa from the neighbouring state of Assam and demanded for his recall, latest by December 31 next.

Interacting with the media persons at Press Club here today, AITF Chairman Bengia Tolum, while informing that a letter has been written to the President on the matter, maintained that the Governor’s letter to Prime Minister suggesting for upgrading Lilabari Airport only points towards an existing conflict of interest in the governor’s office.

The AITF chairman also alleged that the governor’s statement of “head counting of 27 dissident MLAs holding up at Delhi” only makes him party to political affiliation instead of being apolitical. While terming the governor as anti-Arunachalee, Tolum also went on to add that “castigating the leader of the popularly elected government and the relatives by name with vindictive attitude” is an insult to the people of Arunachal Pradesh.

Further, expressing resentment over Governor’s alleged “neglect of AAPSU team” during their visit for the Chakma-Hajong refugee issue and also for “castigating the various organisations of state and questioning their sincerity and patriotism in raising questions about his letter to the PMO,” Tolum also termed the governor’s “direct fight through media with the Tourism Department” as unexpected. Meanwhile, AITF also condemned the statement of the Leader of Opposition Tamiyo Taga. The Forum said  that Taga’s press statement urging the governor not to approve major policy decisions including creation of new district is also anti-Arunachal and anti-development. Also, his clarification on the Hollongi Airport issue “was not convincing,” the Forum added.

 

 

Officers urged to take free classes in Govt schools

ITANAGAR, Nov 13: Miffed with the alleged failure of authority to post subject teachers in various government schools in Nafra Sub-Division of West Kameng district, Sajolang Elite Society (SES) has requested its officers particularly engineers posted at Nafra to start taking classes in Government schools during their off day.

SES Chairman Aju Khonjuju informed that decision to campaign for free classes in government school involving its community officers was taken considering the deteriorating education scenario in its area.  SES Chairman further highlighted that fundamental objective of its move was to imbibe sense of responsibility among the officers towards future generation of the community which is according to SES at stake in terms of education.

During its visit to Government Higher Secondary School Nafra recently SES members took the classes from Class VI to XII to support the teaching staffs. Later SES has contributed four pieces of white board and handed over to Principal in-charge Medhi Rijiju. Considering the current education scenario, SES expressed concern stating that if the shortage of teachers’ trend continues, it would have far reaching impact on the community.  It expressed displeasure over the education department claiming that despite repeated representation, the authority has failed to send single teacher to its areas apart from currently serving teachers. To encourage the meritorious students of the community, SES later resolved that topper of class X would be annually funded by SES Chairman personally. However, the funding would be halted if the particular student discontinues the study. It also decided to award Rs 20000 to the student topper of professional course till the completion of the course.

 

 

Organizations disapprove AAPSU’s statement

ITANAGAR, Nov 13: The People’s Party of Arunachal (PPA) has sharply reacted to the statement of AAPSU president regarding political stalemate in the state.

Terming the AAPSU statement as unwanted, the PPA said AAPSU is still regarded as an organization representing the welfare of the student community. “It is a matter of dignity of the entire student community when its executive member passes comments on political issues not at all relevant to   the welfare of the student community,” the party added.

Stating that the future of the state depends on the healthy intellectual growth of the student community, the PPA said the AAPSU can help the state in bringing issues like Chakma-Hajong refugee problem and inter-state boundary issue to a logical conclusion.  Assuring its support to AAPSU on these issues, the political party further said the people of the state will always be supportive of the student organizations on these issues.

Admitting that many of the senior Congress leaders are camping in Delhi, the PPA, however, said “They can’t avoid doing that because all the national parties are Delhi based and unfortunately the people of our state go for National parties rather than for the regional party.”  The people of the state will not remain as silent spectators to the wrong things going-on in the state, the PPA added.

Meanwhile, the Joint Action Committee Arunachal Pradesh (JACAP) has disapproved of the press statement made by AAPSU president Kamta Lapung criticizing the 21 rebel MLAs who are camping in New Delhi for change of leadership.

Why should a student union jump into political issues? Student unions are non-political body and as such they are supposed to concentrate in student welfare activities, the JACAP said in a release.

Pressure organizations like student body should desist from making such political statement which could create confusion among the student organizations and integrity of the leader itself, it further added.

In another release, Arunachal Tribal Union (ATU) also criticized the statement saying that President AAPSU should maintain the image of the student body.

He should see the truth and raise voice against misdeeds of Chief Minister Nabam Tuki, the ATU said adding instead of feeling the pulse of the people, he is giving misguided statement.

 

 

ANSU  calls for preservation of archeological sites

ITANAGAR, Nov 13: The All Nyishi Students’ Union (ANSU) demanded the state government, particularly Research and Tourism Department, for preservation and protection of archeological site at Parsi Parlo and those Stone Age objects.

Expressing its strong resentment over lack of enthusiasm and interest among the government agencies in preservation of the site and the Stone Age items, ANSU appealed to the State Government, particularly Research, Archaeological and Tourism Department to immediately constitute a team to protect and preserve those unique Stone Age tools and objects by establishing a museum at Parsi-Parlo.

A team of ANSU accompanied by the members of AKKDSU and KDPSSU recently visited the site and found large numbers of Neolithic items, such as axe, knives made of stone, the Langme Unku (hole stone) at Patuk village, the ‘Growing Stone’ at Tungbia-Rash (locally known as ‘Biiding Langme’ etc. are scattering here and there for want of preservation.

It is reported that an excavation was carried out by the Research Department during 1982-83, but, no step has been initiated yet to protect and preserve the archeological site which was declared in 1982, rued ANSU. Few conscious citizens of the area and local villagers are preserving the items on their personal initiative but there is still no initiative from the government side, ANSU said and appealed to the local administration to do the needful for the to preserve the items.

The team also expressed total dissatisfaction over the education scenario of Parsi Parlo, Sarli and Koloriang.

While visiting the Govt. Sec. School, Parsi Parlo, the team claimed to have found that the school was running without sufficient teacher, full-fledged headmaster, drinking water facility, electricity, desk, bench and classrooms. More over, the hostels (both boys and girls) are in deplorable conditions which need immediate repair. Another major problem of the school was boundary problem. According to ANSU, the boundary of the school has not been demarcated even after 26 years of establishment.

Similar poor state of affairs is also reportedly prevailing at Sarli, Govt. Sec. School established in 1965 and Govt. Hr .Sec. School Koloriang, Govt. M.E. School, Nikja, Govt. M.E. School Ampugne, Girls’ Residential School.

Besides, healthcare delivery was also reportedly very poor in Parsi-Parlo, Sarli and Koloriang.

ANSU demanded the state government look into the matter seriously and provide special fund in the current financial year, particularly for Research/Archaeological and Education department and post full-fledged headmaster/principal and subject teachers in those schools.

 

 

35-yr-old woman raped and

murdered at Khamyir village

ITANAGAR, Nov 13: A 35-year-old woman was allegedly raped and murdered at Khamyir village under Balijan circle of Papum Pare district on November 11 last.

The incident came to light yesterday when a phone call was received from a villager informing about the incident at about 11:40 am.

The husband, a manual labourer working for a local, had found her naked dead body from a quarry area of the village on November 11 at around 5pm.

“The body was found with severe head injury and bite marks in the chest,’ informed SDPO Itanagar Techi Henyir.

A suspect named Deepak Bhuyan, 32 years, of Saloni village under Dispur in Assam was arrested from the village yesterday. The suspect is also a manual labourer who works with another local.

The body of the deceased has been sent for postmortem and the investigation is on.

The case (No 119/16 under section 302/376 (1) of IPC) has been registered with Women Police Station Itanagar  in this regard.

 

 

Morality in politics should be maintained: Taloh

PANGIN, Nov 13: “High morality in politics can imbibe good morality in the society, all should maintain some level of moral character”, said Tapang Taloh, Education Minister while addressing the public meeting at Parong village in Siang district. The people of the state has reposed faith in the Nabam Tuki led government so it is the endeavour of the present government to fulfill the aspiration of the people and deliver them justice.

Further Taloh said, people should appreciate the sincere efforts of the government for the pro-poor and people friendly programmes and policies which are appreciated and emulated in other parts of the country. All should sacrifice their personal interest for the greater development of the society. Choosing the right representative and taking right decision in right time is the mantra of success. This will also secure the future of the next generation.

Informing that the state’s financial management is rated highly and it is financially sound, Taloh said the Chief Minister’s concern is all round development of the state with healthy and secured life and high moral values for the citizens.

The minister also informed that sufficient fund for infrastructure development in Siang district has been earmarked. All the ongoing schemes have to be completed maintaining quality of works, he added.

The minister informed that fund for all pending and ongoing schemes especially in irrigation sector has been placed.

He cautioned the GBs not to involve in politics as they are part of government. He also instructed the teaching community to be sincere, dedicated and maintain the sanctity of their jobs. They have to serve with responsibilities so that they produce good citizens. Various steps are being taken up to streamline education system in the state, he informed.

While replying to the one point memorandum for MIP from Mibung stream to Rebing, Ugeng and Mongger area, Taloh informed that feasibility will be ascertained. He sanctioned Rs.1 lakh for survey and investigation. The Minister further sanctioned Rs. 10 lakhs in addition to the earlier Rs.15 lakhs for early completion of the village Dere (Community Hall).

Speaking in the function, Siang ZPC, Opung Jerang appealed all the PRI leaders to actively participate in all the development activities and attend the coordination meetings. This will educate them to take benefits of the welfare schemes of the government and serve the people. She appealed all especially women folk to maintain hygiene and proper sanitation.

Earlier, the villagers while appreciating the Minister for his untiring efforts to bring development to the village, appealed to increase the quantity of fencing wires to the beneficiaries so that they can take up horticulture activities in large scale. They also submitted a single point memorandum for an MIP which will enable irrigation to large area of the village.

Later, the villagers with the Minister also visited the site for the district headquarter at Perang. DIPRO

 

 

Thousand quintals of rice distributed to beneficiaries

ROING, Nov 13: Out of 3071 PDS rice dispatched to the 44 Fair Price Shops (FPSs) located in five circles of the district, namely, Roing, Koronu, Parbuk, Hunli and Desali, 1559 quintals of PDS rice were distributed to beneficiaries during a two-day long Lower Dibang Valley district administration declared Rice Day which concluded on Tuesday.

It was an effort by the district administration to streamline the PDS rice distribution system in the district.  

Rice Day was declared by the Lower Dibang Valley district administration to let the people, especially the rural people, to know that the PDS Rice (as per the entitlement) will be available to them in these particular days as the villagers are mostly unaware of when the Fair Shop remains open and when the PDS rice arrives and distributed in the Fair Price Shops in their villages. The Fair Price Shops were directed to compulsorily keep their FPS open on the Rice Day besides to keep it open in all other working days too.

During the two-days, out of 12660 Ration Card Holders in these circles, 6051 card holders received the rice, while, 42.61%  rice was distributed to APL, 61.7% to BPL and 65.3% to AAY beneficiaries.

The highest numbers rice was collected by card holders in Parbuk Circle with 82.77%, followed by Koronu with 49.70%, Hunli-Desali with 48.16% and Roing with 43.90%.  

Lower Dibang Valley DC Ravi Dhawan also informed that the exercise will be continued in the following months too. (DIPRO)

 

 

7000 volunteers take part in ‘Mission Clean Kley River’

ZIRO, Nov 13: More than 7000 volunteers from all walks of life today joined the mega social service organized by Apatani Youth Association (AYA) in collaboration with district administration at Kley River under the banner ‘Mission Clean Kley River (MCKR)’.

Wearing gloves and mask, Lower Subansiri Deputy Commissioner, Kanki Darang actively participated in the cleaning programme. Overjoyed with peoples’ response to the programme, he said that people should henceforth take care to maintain the river following the declaration of Nov 13 as Clean Kley River Day.

The whole length of Kley River and its tributaries was divided into three zones – Northern, Middle and Southern zone. In the northern zone, people of Tajang, Reru-Kalung and school and college students were entrusted for the cleaning. It covered from Pine Grove to Miira Piiting while the middle zone was between Miira Piiting and Hong Bridge, and was entrusted to people of Hija, Dutta, Mudang-Tage, Bamin-Michi and Hari village including school children of that zone. Hong village, govt employees of the district administration, Para military forces – ITBP & CRPF, police, school children of that zone cleaned the southern zone.

Mission Clean Kley River is a part of ‘Clean Ziro, Green Ziro’, an environmental conservation programme of AYA. Expressing satisfaction with the response from all, AYA president Taku Chatung asked all take pledge not to pollute the river again. After completion of social service, Chatung urged the MCKR committee to conduct ‘Walk & Pick Programme’ from time to time so as to create awareness  among the  people on importance of maintaining neat and clean surroundings and also to discourage practice of littering waste.

The volunteers today completed cleaning of the 22 km long Kley River and its tributaries, informed Narang Samo, AYA publicity secretary cum Member Secretary MCKR. We expected hardly 3000 volunteers but the numbers have gone more than double, he added.

Members of many Ziro based NGOs also turned up today. Members of an Itanagar based NGO Green Pioneer, also reached Ziro and joined the social service, informed Nending Ommo, vice chairman MCKR.

 

 

State BJP calls for preparation of fresh

draft tender under USOF

ITANAGAR, Nov 13: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has requested the Department of Telecommunication to prepare its draft tender documents under Universal Service Obligation Fund (USOF) afresh based on actual site surveys/pilots for entire North Eastern Region (NER).

Highlighting the poor telecommunication coverage and problems faced by the service providers in the region, particularly Arunachal Pradesh, state BJP president Tai Tagak in a memorandum to Prime Minister Narendra Modi requested him to advise the Department of Telecommunications to prepare the draft tender document afresh based on actual site surveys/pilots.

Tagak said that the Department of Telecommunications through the Universal Service Obligation Fund (USOF) has taken initiative to provide mobile services in identified uncovered villages of North Eastern Region and have floated a draft tender with support and funding of Rs 5,500 crore (Approx).

Tagak informed the PM that as told by the Telecom Service Providers. the proposed network architecture and dimensioning will not be able to meet the desired objective of coverage and quality of service in the region.

“Moreover, the tender document has been allegedly prepared on ‘Desktop Study’ by the Consultant without conducting the desired pilots/field visits, surveys to assess the actual ground realities.”

Tagak requested for use of latest and advanced technologies and equipment instead of old ones as proposed in the draft tender.

The GSM, CDMA are older technologies and operators today are introducing more power efficient and performance enhanced technologies like 3G and 4G.  Hence, the choice of technology and design of network should be left to the telecom operators, Tagak said.

He advocated for use of latest, effective and efficient Ni Cad and Lithium Ion Battery systems with solar power which are suitable to operate in telecom sites in even extreme temperature and harsh condition of Northern Eastern and other Hill states instead of conventional Tubular Gel VRLA and other Lead Acid based batteries.

The state BJP president also requested for USOF funding to conduct at least 150 pilots to demonstrate the usage and customization of energy storage battery technology systems of Ni Cad (pocket platted) and Lithium Ion Battery Storage System, with 1000 to 1500 AH, 48 Volt, at USOF telecom sites with High Efficiency Solar PV System to cover at least 4 to 6 USOF Sites with each of the above systems (technologies) in each of the 13 distant regions of the North Eastern and Hilly Himalayan States.

A copy of the memorandum was also submitted to Communication and IT Minister Ravi Shankar Prasad.

 

 

Governor, CM greet on Children’s Day

ITANAGAR, Nov 13: The Governor of Arunachal Pradesh JP Rajkhowa along with the first lady of the State Rita Rajkhowa have extended their heartiest greetings to the people of the State, particularly the children, on the occasion of Children’s Day, which commemorates the birth anniversary of the first Prime Minister of India, Pandit Jawaharlal Nehru.

In his message, the Governor has appealed to every parent, guardian and citizen to provide ample opportunities to the children to excel in every field of activities, topmost being study and instill good values in them, so that they can become confident, knowledgeable human being with compassion for the weaker sections and contribute towards nation building tomorrow. He said that nurturing an approach of ‘Service before Self’ in the children is one of the greatest gifts one can give them. While renewing our obligation, commitment and responsibilities towards the welfare of every child of the State, let us strive to build a harmonious society and thereby ensuring their proper up-bringing, he added.

For our better future, let us give our best to our children today for a better tomorrow. Let us all keep in mind that ‘the Child is Father of the Man’ and accordingly celebrate the Children’s Day together, the Governor exhorted in his message.

Meanwhile, Chief Minister Nabam Tuki has extended his best wishes on occasion of Children’s Day to the people of the state. In a message, Tuki said that children are the future of the country and the state therefore it is the duty of this generation to guide them to be better citizens.

“Let us dedicate this day to our children and introspect what we are leaving behind for them and what kind of future we would like them to have. For their future we have to work our present,” the Chief Minister said.

Tuki also paid rich tributes to the first Prime Minister of India, Pandit Jawaharlal Nehru, whose birth anniversary is celebrated as the Children’s Day in the country.

 

 

SPD, DEE visits KGBV Mechukha, lauds management

MECHUKHA, Nov 13: State Project Director (SPD), SSA Rajya Mission, Arunachal Pradesh, Opak Gao and Director Elementary Education (DEE), Tapi Gao, visited the Kasturba Gandhi Balika Vidhyalaya, Mechukha on Friday.

Established in the year 2007-08, the KGBV Mechukha is providing free of cost education to the girls’ students of Mechukha block. The institution is being run by the Onge Welfare Society, a Mechukha based local NGO.

Equipped with well furnished class rooms, hostels, dining hall etc, the permanent school building was started in March 2015 this year.  

The school management along with students and teaching staff organised a simple but impressive function at the school compound on the occasion.

Addressing the students, SPD Gao lauded the school management especially the Chairman for maintaining the school properly. “I am very impressed with the management and the cleanliness of school compound,” Gao said, while congratulating the students that they were fortunate enough to study in such school.

While highlighting the aims and objectives of KGBV, the SPD said that the central as well as state govt is very clear about girls education and KGBV was one such initiative in that direction.

Further, he advised the students to concentrate in their studies while equally giving importance to other extracurricular activities.

He also appealed the teachers to be punctual and dedicated towards their students. Stating that the teaching process has completely changed in recent past, Gao stressed on teacher-students relationship.

“The students should be made as learning partners and not as students only,” he asserted and asked the teachers to understand the students and their behaviors.

Earlier, Chairman School Management Committee, Gebu Onge briefed about the school and its functioning.

He informed about the challenges that school management face while running the school due to delay in release of fund. Informing that due to lack of concrete boundary walls the school was not secure, the Chairman requested the SPD to look into the matter.   

Block Education Officer (BEO) Jigmey Onge, Block Resource Person (BRP) Pemba Sona and other officials of education department accompanied the SPD and DEE.

Colourful cultural programmes were presented by the students to the visiting officials on the occasion.

 

 

Water filter distributed under Maiyya Shanta Scheme

TOHANGAM, Nov 13: Twenty CPL families alongwith two operators of heavy earth moving machines of Border Roads Organization had reasons to smile and rejoice as Col. C Rajashekhar, Commander, 48 BRTF and DDSE Lohit Mana Linggi arrived with Er Shanker Prasad, Officer Commanding the 1446 BCC to distribute water filters. The water filters sponsored by Raj Kumar Mittal of Tinsukia were distributed under the Maiyya Shanta Scheme. The scheme has been launched by a Lohit based NGO in gratitude to Saint Maiyya Shanta Tamhan of Maharashtra.

Col Rajashekhar who gave away the water filters to all the CPL families at Tohangam, appreciated the local community for the gesture. The Commander also assured that the BRO is always in the service of the people. Col. Rajashekhar further informed that in addition to its primary task of building and maintaining roads and bridges in the border areas the 48 BRTF under the Project Udayak of the BRO will always be willing to participate and contribute in welfare activities of public service. The Commander expressed happiness over the fact that NGOs are contributing to the growth and progress of the region through their services and exhorted all to keep up the spirit. He further assured to visit the school of the rural children who performed for the event.

DDSE Lohit, Mana Linggi, also handed over safety helmets for the CPLs which was received by R R Gogoi, the Officer in Charge of the Tohangam detachment of the 1446 BCC. She also took part in the Diwali celebrations of the CPLs by distributing sweets to all the families and children. To the great delight of the BRO personnel, she revealed that the district authority will soon consider starting a school for the children of the CPL families. The DDSE advised the officials to make a proposal for early government consideration. She strongly felt that the strong Task Force team members who man tough locations and discharge their responsibility of creating and maintaining connectivity in remote border areas with indomitable spirit, commitment and courage must receive all possible care and support.

Members of general public felt that if the district authorities and education department establish a school for children of the BRO CPLs a much desired precedence will be initiated and it will be a great moral booster for the ones in the service of the nation who often discharge their duty in greatly challenging conditions with bare minimum support.

 

 

TTA announces team for National Ranking Table Tennis Championships-2015

ITANAGAR, Nov 13: Table Tennis Arunachal (TTA) has announced a 5-member team, including two officials for the National Ranking Table Tennis Championships-2015 (East Zone) scheduled to the held in Guwahati from November 15 to 20.

The players are Joseph Perme, Yangphey Suyang, both from Sangey Lhaden Sports Academy and Nyadar Angu from Alphabet School, Nirjul.

Gouridas Oinam and Tombisana Huidrom are the manager and coach of the team.

The team will be competing in three different categories --Sub-Juniors, Junior and Youth singles and double.

TTA president Kamta Lapung met the all the participating players, manager coach at his residence and motivated them to work hard and perform well. He also asked the players to play the game with sportsmanship spirit and maintain disciplines throughout the championship.

Secretary Passang Dingla was also met the team expresses his happiness over growing popularity of Table Tennis in the state. He hoped that the players will bring laurels to the state by winning medals in the future.

The team will be leaving here for Guwahati tomorrow.

Suu Kyi gives hope

The news of the Aung San Suu Kyi's pro-democracy party winning majority in Myanmar's historic polls has been received with lot of hope from across the world. According to the media report with more than 80% of contested seats now declared, Suu Kyi's party has more than the two-thirds it needs to choose the president, ending decades of military-backed rule. The election, the first Suu Kyi's National League for Democracy party has contested since 1990, saw a huge turnout that has yielded more than 80 percent of seats for the NLD. A big majority gives Suu Kyi, 70, leverage in the political wrangling ahead with a military establishment that has been chastened at the polls but retains sweeping powers. She is barred from the presidency by a junta-scripted constitution, which also guarantees the Army a 25 per cent bloc of seats.

If NLD forms next government which looks sure for now, provided military do not interfere, it will have serious repercussion for the state of Arunachal Pradesh. Our state shares long and porous international boundary with Myanmar. Majority of Naga rebel group operating in the troubled torn districts of Tirap, Changlang and Longding are based in Myanmar. The military government never initiated any kind of peace process with Naga group of Myanmar and left them to fend for themselves. Due to this, the area where Nagas are in majority has become centre of militant activities. NSCN (K) whose leader is based in Myanmar is quite active in Tirap, Changlang and Longding districts. If the newly elected government takes measure to curb militant activities on the Burmese side, it will greatly help the state of Arunachal. Victory of NLD under the leadership of Aung San Suu Kyi gives us hope of better days.

Bandh call is source of earning

The bandh culture in Arunachal is being promoted and practiced by the Govt. officials, social organizations and student unions for their personal benefit. Supreme Court has declared bandh as illegal. Any person or organization can protest against government, but without disturbing the normal life and activities of public in anyway. It is a crime to force others to join their protests. If normal life is disturbed then criminal cases can be filed against the organizers of the protest. According to the law, government should take action to maintain normal public life when a bandh is called by the organizations. If protesting organizations damage public properties and disturb normal life of public, then government should arrest the protestors and register cases against them.

In our state organizations declare bandh calls to get some share of black money that bureaucrats and ministers have pocketed from public schemes and projects. As soon as a person becomes leader of any union/association/organizations, he/she begins to buy SUVs and construct buildings. How do the leaders become so rich within no time? They become rich by black mailing bureaucrats and ministers in the form of bandh calls. They find out some corruptions or wrong doings of some department or ministry and then declare bandh call. If the organization leaders are paid by bureaucrats and ministers, then they call off the bandh call without any proper solution of the issue for which they declares the bandh. We the common people of AP have witnessed such dramas since our childhood. Since bureaucrats and ministers are exposed by the leaders of various organizations, the government does not take any legal action against them. So, bandh calls have become the way by which organization leaders share the public money that has been corruptly pocketed by bureaucrats and ministers. The crux is that bandh calls by organizations/unions/associations in the name of public interest are never in reality for public welfare, but on the contrary it is a means for leaders of these groups to collect money from bureaucrats and ministers. The tragedy of the bandh calls is that the common public suffers the most. Students can't go for classes or exams, patients can't go to hospital, people can't go to office to do work, business community is worst affected, vendors can't sell, laborers can't go for work, farmers can't go to farms, unemployed youths can't go to interviews and exams and many more. Bandh calls are a game played by organization leaders, bureaucrats and ministers for their monetary gains at the cost of the livelihood of common public. If the leaders think that they are working for the welfare of common public, then they should avoid bandh calls, as it is illegal and incurs huge loss to the common people. If they are really concerned for the welfare of people, then they should go for other effective means of protests like hunger strike or legal route. During the APPSC paper leak case, the protestors went for indefinite hunger strike, because they were genuinely concerned for the good of the common people.

Their hunger strike had a very concrete result. Can the leaders of organization who call bandhs go for hunger strike? In the history of Arunachal, there has been no group which has adopted hunger strike as a means of protest. Through your esteemed newspaper, I would request the leaders of bandh calling organizations/unions/associations to go for hunger strike or take legal route for any issue related to public welfare and avoid bandhs, as bandhs do more harm to public life than any good. So, the common public should not get fooled by bandh calls in the name of public welfare. If we the common public of AP do not stop bandhs called by this and that organization, soon a day will come when our freedom of life will be in the hands of some people. Also the silence and inactivity of bureaucrats promotes the bandh culture, so they must act to stop bandhs in AP.

Capital road has no pedestrian footpath

Dear Editor,

Through your esteemed news paper I want to let higher authorities know about the grievances of the public residing in the twin capital. We all know that at present road widening work is going on, which is a positive step by the government.

We have a 2 lane road connecting Itanagar-Naharlagun-Doimukh-Banderdewa but no proper provision has been provided for pedestrians in the said road. As we can see starting from Chimpu to O-point Tinali in Itanagar, there is no walking space for pedestrians on the side of road. Left with no option people are compelled to use main road to walk. It affects the traffic motion and sometimes even cause accident. In other states we can see appropriate road system where there is a proper footpath on both sides of the road, which is again secured by grills for safety purpose. Our govt. should take this as an example while constructing and extending road and take some necessary steps keeping in mind the problems faced by the pedestrians. If this problem is not properly tackled, the roads will get more congested in the near future as population of vehicles and people are increasing day by day.
