Jamoh inspects ongoing projects
PASIGHAT, Nov 13: Parliamentary Secretary for Industries and Horticulture, Tatung Jamoh inspected the ongoing road construction from NH 52 to Industrial Growth Center, Niglok funded under TFC. Orgs condemn Governor’s stand

Poor quality CC road work causes concern

ITANAGAR, Nov 13: The PWD department is in the process to construct 22.76 kilometer of Cement Concrete road in the capital complex. According to recent departmental press statement, the works for construction of 13.35 km has already been completed. However serious questions are being raised over the quality of work. In many places the CC roads have started to wear out. Further they have not been able to withstand this year’s monsoon fury.
The CC roads are expected to have a life of around 20 years. However in Capital Complex they are getting destroyed very quickly. In Abotani colony, Itanagar, the recently constructed CC road has started to wear out and are posing difficulty for the road users. Similar complaints have been pouring in from several parts of the Capital Complex. It looks like the work qualities have been compromised with by the concern department due to which roads are starting to get destroyed. Strangely, the department did not feel the importance and need for construction of drain. The absence of proper drainage system will further damage CC pavement road.
The CC road constructed few years ago in between state library and office of tourism department near Ganga has also got destroyed. It is unfortunate that PWD is misusing public fund by compromising with the work quality.
Recently Chief Minister Nabam Tuki and capital MLA Techi Kaso visited ongoing CC road project at Naharlagun and had expressed satisfaction over progress of work. Will they make similar visit in Itanagar area and take action against the contractor as well as engineers who are compromising with quality of work?

People of Seppa township are apparently yet to learn a lesson from horrifying incident that occurred in four years ago and continue to risk their own lives for a bug. Let us hope, the people realize the value of life, rather than the taste of a bug.
AITF demands Governor’s recall

The incident came to light yesterday when a phone call was received from a villager informing about the incident at about 11:40 am.
The husband, a manual labourer working for a local, had found her naked dead body from a quarry area of the village on November 11 at around 5pm.
“The body was found with severe head injury and bite marks in the chest,’ informed SDPO Itanagar Techi Henyir.
A suspect named Deepak Bhuyan, 32 years, of Saloni village under Dispur in Assam was arrested from the village yesterday. The suspect is also a manual labourer who works with another local.
The body of the deceased has been sent for postmortem and the investigation is on.
The case (No 119/16 under section 302/376 (1) of IPC) has been registered with Women Police Station Itanagar in this regard.

7000 volunteers take part in ‘Mission Clean Kley River’

ZIRO, Nov 13: More than 7000 volunteers from all walks of life today joined the mega social service organized by Apatani Youth Association (AYA) in collaboration with district administration at Kley River under the banner ‘Mission Clean Kley River (MCKR)’.
Wearing gloves and mask, Lower Subansiri Deputy Commissioner, Kanki Darang actively participated in the cleaning programme. Overjoyed with peoples’ response to the programme, he said that people should henceforth take care to maintain the river following the declaration of Nov 13 as Clean Kley River Day.

State BJP calls for preparation of fresh
draft tender under USOF
ITANAGAR, Nov 13: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has requested the Department of Telecommunication to prepare its draft tender documents under Universal Service Obligation Fund (USOF) afresh based on actual site surveys/pilots for entire North Eastern Region (NER).
Highlighting the poor telecommunication coverage and problems faced by the service providers in the region, particularly Arunachal Pradesh, state BJP president Tai Tagak in a memorandum to Prime Minister Narendra Modi requested him to advise the Department of Telecommunications to prepare the draft tender document afresh based on actual site surveys/pilots.
Tagak said that the Department of Telecommunications through the Universal Service Obligation Fund (USOF) has taken initiative to provide mobile services in identified uncovered villages of North Eastern Region and have floated a draft tender with support and funding of Rs 5,500 crore (Approx).

Tagak requested for use of latest and advanced technologies and equipment instead of old ones as proposed in the draft tender.
The GSM, CDMA are older technologies and operators today are introducing more power efficient and performance enhanced technologies like 3G and 4G. Hence, the choice of technology and design of network should be left to the telecom operators, Tagak said.
He advocated for use of latest, effective and efficient Ni Cad and Lithium Ion Battery systems with solar power which are suitable to operate in telecom sites in even extreme temperature and harsh condition of Northern Eastern and other Hill states instead of conventional Tubular Gel VRLA and other Lead Acid based batteries.
The state BJP president also requested for USOF funding to conduct at least 150 pilots to demonstrate the usage and customization of energy storage battery technology systems of Ni Cad (pocket platted) and Lithium Ion Battery Storage System, with 1000 to 1500 AH, 48 Volt, at USOF telecom sites with High Efficiency Solar PV System to cover at least 4 to 6 USOF Sites with each of the above systems (technologies) in each of the 13 distant regions of the North Eastern and Hilly Himalayan States.
A copy of the memorandum was also submitted to Communication and IT Minister Ravi Shankar Prasad.
Governor, CM greet on Children’s Day

Meanwhile, Chief Minister Nabam Tuki has extended his best wishes on occasion of Children’s Day to the people of the state. In a message, Tuki said that children are the future of the country and the state therefore it is the duty of this generation to guide them to be better citizens.
“Let us dedicate this day to our children and introspect what we are leaving behind for them and what kind of future we would like them to have. For their future we have to work our present,” the Chief Minister said.
Tuki also paid rich tributes to the first Prime Minister of India, Pandit Jawaharlal Nehru, whose birth anniversary is celebrated as the Children’s Day in the country.
SPD, DEE visits KGBV Mechukha, lauds management

MECHUKHA, Nov 13: State Project Director (SPD), SSA Rajya Mission, Arunachal Pradesh, Opak Gao and Director Elementary Education (DEE), Tapi Gao, visited the Kasturba Gandhi Balika Vidhyalaya, Mechukha on Friday.
Established in the year 2007-
Equipped with well furnished class rooms, hostels, dining hall etc, the permanent school building was started in March 2015 this year.
The school management along with students and teaching staff organised a simple but impressive function at the school compound on the occasion.
Addressing the students, SPD Gao lauded the school management especially the Chairman for maintaining the school properly. “I am very impressed with the management and the cleanliness of school compound,” Gao said, while congratulating the students that they were fortunate enough to study in such school.
While highlighting the aims and objectives of KGBV, the SPD said that the central as well as state govt is very clear about girls education and KGBV was one such initiative in that direction.
Further, he advised the students to concentrate in their studies while equally giving importance to other extracurricular activities.
He also appealed the teachers to be punctual and dedicated towards their students.
Stating that the teaching process has completely changed in recent past, Gao stressed
on teacher-
“The students should be made as learning partners and not as students only,” he asserted and asked the teachers to understand the students and their behaviors.
Earlier, Chairman School Management Committee, Gebu Onge briefed about the school and its functioning.
He informed about the challenges that school management face while running the school due to delay in release of fund. Informing that due to lack of concrete boundary walls the school was not secure, the Chairman requested the SPD to look into the matter.
Block Education Officer (BEO) Jigmey Onge, Block Resource Person (BRP) Pemba Sona and other officials of education department accompanied the SPD and DEE.
Colourful cultural programmes were presented by the students to the visiting officials on the occasion.
Water filter distributed under Maiyya Shanta Scheme
TOHANGAM, Nov 13: Twenty CPL families alongwith two operators of heavy earth moving machines of Border Roads Organization had reasons to smile and rejoice as Col. C Rajashekhar, Commander, 48 BRTF and DDSE Lohit Mana Linggi arrived with Er Shanker Prasad, Officer Commanding the 1446 BCC to distribute water filters. The water filters sponsored by Raj Kumar Mittal of Tinsukia were distributed under the Maiyya Shanta Scheme. The scheme has been launched by a Lohit based NGO in gratitude to Saint Maiyya Shanta Tamhan of Maharashtra.
Col Rajashekhar who gave away the water filters to all the CPL families at Tohangam, appreciated the local community for the gesture. The Commander also assured that the BRO is always in the service of the people. Col. Rajashekhar further informed that in addition to its primary task of building and maintaining roads and bridges in the border areas the 48 BRTF under the Project Udayak of the BRO will always be willing to participate and contribute in welfare activities of public service. The Commander expressed happiness over the fact that NGOs are contributing to the growth and progress of the region through their services and exhorted all to keep up the spirit. He further assured to visit the school of the rural children who performed for the event.
DDSE Lohit, Mana Linggi, also handed over safety helmets for the CPLs which was received by R R Gogoi, the Officer in Charge of the Tohangam detachment of the 1446 BCC. She also took part in the Diwali celebrations of the CPLs by distributing sweets to all the families and children. To the great delight of the BRO personnel, she revealed that the district authority will soon consider starting a school for the children of the CPL families. The DDSE advised the officials to make a proposal for early government consideration. She strongly felt that the strong Task Force team members who man tough locations and discharge their responsibility of creating and maintaining connectivity in remote border areas with indomitable spirit, commitment and courage must receive all possible care and support.
Members of general public felt that if the district authorities and education department establish a school for children of the BRO CPLs a much desired precedence will be initiated and it will be a great moral booster for the ones in the service of the nation who often discharge their duty in greatly challenging conditions with bare minimum support.

Secretary Passang Dingla was also met the team expresses his happiness over growing popularity of Table Tennis in the state. He hoped that the players will bring laurels to the state by winning medals in the future.
The team will be leaving here for Guwahati tomorrow.

If NLD forms next government which looks sure for now, provided military do not interfere, it will have serious repercussion for the state of Arunachal Pradesh. Our state shares long and porous international boundary with Myanmar. Majority of Naga rebel group operating in the troubled torn districts of Tirap, Changlang and Longding are based in Myanmar. The military government never initiated any kind of peace process with Naga group of Myanmar and left them to fend for themselves. Due to this, the area where Nagas are in majority has become centre of militant activities. NSCN (K) whose leader is based in Myanmar is quite active in Tirap, Changlang and Longding districts. If the newly elected government takes measure to curb militant activities on the Burmese side, it will greatly help the state of Arunachal. Victory of NLD under the leadership of Aung San Suu Kyi gives us hope of better days.

Bandh call is source of earning

The bandh culture in Arunachal is being promoted and practiced by the Govt. officials, social organizations and student unions for their personal benefit. Supreme Court has declared bandh as illegal. Any person or organization can protest against government, but without disturbing the normal life and activities of public in anyway. It is a crime to force others to join their protests. If normal life is disturbed then criminal cases can be filed against the organizers of the protest. According to the law, government should take action to maintain normal public life when a bandh is called by the organizations. If protesting organizations damage public properties and disturb normal life of public, then government should arrest the protestors and register cases against them.
In our state organizations declare bandh calls to get some share of black money that bureaucrats and ministers have pocketed from public schemes and projects. As soon as a person becomes leader of any union/association/organizations, he/she begins to buy SUVs and construct buildings. How do the leaders become so rich within no time? They become rich by black mailing bureaucrats and ministers in the form of bandh calls. They find out some corruptions or wrong doings of some department or ministry and then declare bandh call. If the organization leaders are paid by bureaucrats and ministers, then they call off the bandh call without any proper solution of the issue for which they declares the bandh. We the common people of AP have witnessed such dramas since our childhood. Since bureaucrats and ministers are exposed by the leaders of various organizations, the government does not take any legal action against them. So, bandh calls have become the way by which organization leaders share the public money that has been corruptly pocketed by bureaucrats and ministers. The crux is that bandh calls by organizations/unions/associations in the name of public interest are never in reality for public welfare, but on the contrary it is a means for leaders of these groups to collect money from bureaucrats and ministers. The tragedy of the bandh calls is that the common public suffers the most. Students can't go for classes or exams, patients can't go to hospital, people can't go to office to do work, business community is worst affected, vendors can't sell, laborers can't go for work, farmers can't go to farms, unemployed youths can't go to interviews and exams and many more. Bandh calls are a game played by organization leaders, bureaucrats and ministers for their monetary gains at the cost of the livelihood of common public. If the leaders think that they are working for the welfare of common public, then they should avoid bandh calls, as it is illegal and incurs huge loss to the common people. If they are really concerned for the welfare of people, then they should go for other effective means of protests like hunger strike or legal route. During the APPSC paper leak case, the protestors went for indefinite hunger strike, because they were genuinely concerned for the good of the common people.
Their hunger strike had a very concrete result. Can the leaders of organization who call bandhs go for hunger strike? In the history of Arunachal, there has been no group which has adopted hunger strike as a means of protest. Through your esteemed newspaper, I would request the leaders of bandh calling organizations/unions/associations to go for hunger strike or take legal route for any issue related to public welfare and avoid bandhs, as bandhs do more harm to public life than any good. So, the common public should not get fooled by bandh calls in the name of public welfare. If we the common public of AP do not stop bandhs called by this and that organization, soon a day will come when our freedom of life will be in the hands of some people. Also the silence and inactivity of bureaucrats promotes the bandh culture, so they must act to stop bandhs in AP.
